This is their Barcelona one piece bathing suit. It has a surplice cut, ruffled skirt that makes it very flirty.
It also has:

• Wide, adjustable, straps for comfortable support
• You can also cross the straps in the back for more support
• Power-net tummy control with ruching across the front, so you also visually slenderized
• tie-front, with bead accent,V-neckline to enhance your shape and draw attention up 

This swimsuit also offers soft cup bra bust support.
Part of its description does call this a swim dress.
I guess this might mean; maybe you can pull the tiny ruffle down over your backside.
